INTRODUCTION This telecommunications study is divided into the following two parts: Part I - An analysis of existing communications problems which can be remedied in the short-term, circa 1984, and the development of recommendations for their solution. Part II - An analysis of communications problems which can only be solved in the mid-term, 1985-1990, such as those outlined in the "1985 Intelligence Capabilities Study," and the development of plans for their solution or the designation of further study. F-1 Part I will address the immediate problem and serve as a base for Part II. Total time required for this study will be 15 months. During the first nine months, the pr ondence. of study effort will be focused on short-range objectives. During the following six months, the study will shift its focus to the mid-range perspective, using the product of Part I as a base. The study will be conducted through the Intelligence Information Handling Committee's (IHC) Telecommunications Subcommittee (ITS) with support from Intelligence Community Staff elements.
