Attached are suggested talking points for your use with the House Foreign Affairs Committee. 2. The talking points demonstrate that significant progress has been made in the past year. The factors responsible for this progress may be summarized as follows: o More precise guidelines have been issued to US missions abroad; a closer cooperation among Country Team elements focused on the narcotics problem; and, as a result, improved Mission reporting. o Clearer operational direction to the Drug Enforcement Administration's mission as a result of cross- rotational assignments with the FBI. o More effective tactical coordination on operational matters among various elements of the Intelligence Community involving liaison between DEA, FBI, NSA, the Clandestine Services, and Customs. o Direct impetus to the foreign narcotics collection effort as a result of the establishment of the White House Task Force on South Florida. An unresolved issue remains the lack of a senior-level Intelligence Community mechanism to provide overall direction concerning collection, dissemination, analysis, and evaluation of narcotics intelligence. If you are queried on this point you may wish to note that you would hope that such a body would evolve, inter alia, from current discussions with the Attorney General regarding the "implementing procedures" of Section 1.7(g) of EO 12333 for the production and dissemination of intelligence resulting from criminal narcotics intelligence activities abroad.
