1. We have no pr blem with your concurring in the all-source
estimate (Enclosure E).~
2. With regard to the shortfalls indicated I I we
suggest that those which are HUMINT-related fall primarily in the area
of communications. While improvements in collection capabilities are
needed, efforts to accomplish this are continuing and are reflected in
the programs presented by the individual collection managers. While
these cannot be expected fully to resolve HUMINT collection shortfalls,
and while it is possible to argue allocations and total amounts, general
directions are valid and detailed critiques would not seem appropriate
in the context of the responsibilities of l working group.
3. As indicated in specific responses to the scenariol
communications would appear to represent a particularly serious problem
for human source intelligence transmission under the conditions described
in the scenario.
