PROPOSED ANSWER:
It is, of course, important for the DCI and DDCI.to understand the
viewpoints of the military services. There are a number of mechanisms
by which service views are elicited. For example:
-- All four service intelligence chiefs are observers at
the NFIB and participate fully. The Director of DIA is
a member.
-- DIA.and the services are full members of the NFIC.
-- A number of military officers serve on detail at CIA in
substantive roles.
-- About 10 percent of the.IC Staff is active duty military.
Taken together, these arrangements inject the services' points of view
into substantive, program, and priorities discussions. (In addition,
of course, I have a number of contacts with senior military officers
and intend to maintain and expand them.)
