SUBJECT: DCI Participation in an External Planning Exercise

1. The DCI presently is considering a proposal by the Office of
Planning, Intelligence Community Staff, to participate in a long-range
planning project involving the private sector. We have suggested that, in
addition to recommending firms to include in the effort, the DCI host a
conference for representatives of the dozen or so firms we expect will
participate in the exercise. The list of candidate firms, chosen by OP for
their reputations as well managed compani s__ includes two that annear an the
DCI's investment portfolio list:
2. We believe that the external perspective is p important element in
our long-range planning efforts, and that the DCI will play a significant role
in fully exploiting that opportunity. As indicated by the attached terms of
reference, the initial conference will be followed by individual meetings
between OP and the respective planning officers. The plan does not
contemplate the DCI's involvement in these follow-up meetings, although he
would, of course, be welcome. The objective of these sessions will be to
discuss the major changes that each company believes will impact on its
industry between now and 1995, and how each firm intends to address those
challenges. The information obtained in these sessions will be treated as
sensitive and proprietary, and will be held within the Community.
3. We bring this matter to your attention in response to a strict
interpretation of the referent. As indicated above, we believe that the DCI's
participation in the project will contribute to its success. Furthermore, we
do not believe that his involvement will be in conflict with his personal
financial interests in these firms.
