Approved For Release-2007/05/03: CIA-RDP84MOO127R000100060047-1 DCI/IC 82-3574 17 June 1982 MEMORANDUM FOR: Deputy Director of Central Intelligence D Director, Intelligence Community Staff SUBJECT: Community Computer REFERENCE: Memo dated 22 February 1982 to Director, NSA subj: Community Data Processing Support for Capabilities Programming and Budget (CPB). 1. Action Requested: That you discuss the Community computer with HPSCI and SSCI principals and persuade them to include appropriate language in their conference report to permit acquisition and operation of such a computer by an appropriate NFIP entity. 2. Background: a. As a result of our request to DIRNSA (reference) representatives from NSA have been working with us during the last two months detailing the requirements for a Community computer that could be used by all component programs in the NFIP to support their budget development and preparation of congressional justification material. b. The primary budget functions that the computer will support are: (1) creation and maintenance of budget data, (2) preparation of budget submissions (including the integration of numeric reports and supporting narrative), (3) electronic mail to facilitate the exchange among Program Offices and the ICS of issue papers, budget decisions, appeals, congressional questions and answers, etc., and, (4) electrical transmittal of CBJB text and numbers to the CIA Print Plant. We had anticipated using all or part of the funds budgeted in FY 1983 to reimburse NSA for costs incurred in the current fiscal year. d. Initial markups by both the HPSCI and the SSCI cut the for procurement. The SSCI further cut funds earmarked for contract support by implying but not specif in the elimination of to support the computer development effort. f. In short, all meaningful alternatives that constitute "upgrades to existing support" require acquisition of a stand alone computer. If Congress cannot be convinced that a stand alone machine is of value, then we cannot make significant improvements in current support. If Congress can be convinced, the NSA solution set forth in the reference is clearly preferable. 25X1 25X1 3. Recommendation: That you open discussions with principals with the goal of preventing conference language that prohibits acquisition of an ICS stand alone mainframe computer. The NSA solution would be argued on its substantive merit. If successful, this solution would allow us to continue with the activity initiated by the reference, reimbursing NSA with0 to be 25X1 authorized for contract support in FY 1983. Senator Wallop is a good candidate for initial contact because he has privately indicated that he would do whatever he could to help us maintain the quality of presentation and justification that was exhibited in this year's hearings.
