REFERENCE: Memorandum for Deputy Secretary of Defense,
dated 13 August 1982, same subject
1. Action Requested: That you sign the attached memorandum responding
to the reference. 25X1
2. Background: The Deputy Secretary of Defense has invited your
personal participation in a Defense Resources Board review of reconnaissance
systems. The need for some type of review is clear. The studies in hand and
the cumbersome mechanisms proposed are unlikely to provide an intelligent
basis for any decisions. The suggested approach was not coordinated with
us. The make up of the groups suggests that the DoD staff is vying for more
influence in DCI programs. We s ip this in the bud. I believe the
attached response will do that. 25X1
