The study presents a broad overview an pro~ec ion o e rends
and consequences of programmatic changes to the US SIGINT system over the next
five years, and of the kinds of problems that are typically encountered in
crisis situations in the Third World. Also attached is a related study of the
use of COMINT in direct support of senior policymakers involved with demarches
and negotiations with foreign governments. I believe such information can
contribute to a better appreciation of the importance of COMINT to our overall
intelligence efforts in the Third World. My staff would be pleased to brief
the results of these studies to you and your staff at your convenience.
