SUBJECT: U-2R Airframe Cost Growth

1. Action Requested: That you sign the attached letter to LTG Williams. 25X1
2. Background: In a letter to the DCI, Senator Goldwater, Chairman of
the Senate Select Committee on Intelligence, has registered his concern over
the cost growth of the U-2R/TR-1 airframe. His contention that the cost
increase per aircraft has been nearly 100% in only two years is correct and we
share his concern over the implications this growth may have. The attached
letter to LTG Williams requests preparation of a report meeting the
requirements specified by Senator Goldwater
