Dear Mr. Ambassador:
In his letter to you of 25 August 1982 Chairman, Human
Resources Committee, advised you of FOCUS and invited your
contributions to it. The memorandum of 3 ugust which you provided for
the FOCUS review was much appreciated and its contents were drawn upon
throughout the review. I am pleased now to forward the final FOCUS report
for your information and use. It reflects the judgment of the Intelligence
Community that the Mission is accomplishing its various and difficult
reporting responsibilities in a most creditable manner. At the same time
it notes areas which appear to merit increased reporting by the Mission.
I would like particularly to draw your attention to the Statement of
Priority National Intelligence Needs at the conclusion of the report. It
contains a specific listing of priority reporting topics from the view-
point of the Intelligence Community as a whole.
FOCUS has been useful to us here. I hope that it will
assist you in directing and coordinating Mission elements in their
reporting programs. I welcome your comments on the review. If you see
any way in which the Intelligence Community can increase its support to
you, please let us know.
