SUBJECT: Commercialization of Civil Remote Sensing
for forwarding a copy of COMSAT's Ear star proposal. COMSAT originated the
proposal in response to a Secretary of Commerce invitation (Commerce Business
Daily of 10 September 1982) for expressions of interest from the private
sector on ownership and/or operation of US land and weather satellites. As
you know, COMIREX represents you on the interagency panel which has been
reviewing such responses. A summary of this review will be sent to you
separately.

2. Briefly, COMSAT proposes that LANDSAT, METSAT and associated ground
facilities be transferred to it through appropriate legislation, with a long-
term contract to provide the necessary financing for a commercial operation.
Our proposed reply indicates no reaction, favorable or otherwise. It commits
us only to considering the proposal along with the many other factors
involved.
