2. Background: In their recent passback on the FY 1984 budget request,
DOE was advised
b that the DOE intelligence complement of positi qns

would be reduced starting in FY 1983 and be continued at the level LJAI
in FY 1984. As in a past, we have been supportive of DOE's staffing level,
around E ]positions, and this number is reflected in Admiral B. R. Inman's 25X1
letter of 21 September 1981 which is being included as an attachment to the
letter to Mr. Stockman. As you may recall, in December 1981 you sent
Mr. Stockman a letter trying to prevent the loss of intelligence positions in
DOE (enclosed ) 25X1
Admittedly, a reduction t positions would result in a diminution of 25X1
the role DOE plays in the Intelligence Community. Quite frankly, in light of
the current staffing situation in DOE as a whole and OMB's overall reductions
of DOE personnel fnr FY 1984, it seems unclear whether OMB will reverse itself

It has come to my attention. that a recent FY 1983 budget decision by OMB
has disestablished the Office of the Assistant Secretary of International
Affairs Divi ion of the Department of Energy. This office currently includes
positions for the intelligence activities of the Department which
are included in the National Foreign Intelligence Program. Such action, if
allowed to stand, is directly counter to the Administration's attempts to
rebuild intelligence capabilities including those covering international
economic and energy matters.
The functions of this activity are an essential part of the Community
effort, which includes CIA and the Department of State's Bureau of Intelligence
and Research, to better understand the international energy situation and
support U. S. policy efforts on a wide range of energy and economic issues.
I have no concern over the organizational details of the Department of
Energy, but I am concerned with the possible loss of important intelligence
capabilities. As a minimum, the functions with some dedicated positions should
be restored, perhaps in the Office of the Assistant Secretary for Defense
