SUBJECT: Iran Sanctions (Q)
The President has reviewed the notes of the SCC Meeting on Iran
and Afghanistan of March 18, 1980, as follows: (C)
The President approves in principle a census of private
claims, with timing of implementation left open for the moment. (C)
-- Iranian assets should not be seized at this time. (C)
-- The proposal by Treasury that companies be required to
contact the office of Foreign Assets Control prior to making any
exports to Iran, is approved. (U)
-- Commenting on the SCC recommendations concerning possible
changes in U.S. diplomatic relations with Iran (cut representation
in half; close two Consulates; restrict movements of Iranian
diplomats to cities where they are assigned; prohibition of publi-
cation and distribution of propaganda; and PNG Iranian diplomats
whose media appearances are obnoxious or harmful), the President
commented. "Worse than nothing. We should be prepared to expel
them all." (S)
The President has directed the SCC to consider and be prepared to
move on the following actions:
-- Impose sanctions.
-- Seize assets.
-- Expel diplomats.
-- Escalate condemnatory rhetoric. (S)
