Uncompromising non-aligned proposals cn-=arms control. issues prevented adoption of a final declaration supporting the NPT,. This was contrary to the pre- vious review conference izs. 1975 when a declaration was agreed. while the failure to--achieve a consensus on a final declaration is pri- marily of. symbolic signifi.cance-?=the NPT itself has emerged from the review. exercise without alteration or loss of adherents--the North- South discord -on arms control issues is likely to carry over into sub- sequent-forums such-`as the:--tn:GA--,and- to cc plfcatP flS affozts tb widen -the---NPT' Some- `non-aligned -uaticus, :ed by several `hard-liners--Yugoslavia; Sweden, Sri Lanka, Mexico and this Ph:i.lippines--took uncompromising positions on several arms ?controll issues. These proposals were patently unacceptable to the nuclear w+eapcn:s states and were intended to prevent- agreement on a f.iua= dacl ::ati,cn.. The non-aligned demands included: = (1) a-moratorium cn all nuuclear- testing, (2) creation of a CTB working group to monitor Comprt!!hens ive Test Ban-. negotiations (3) agreement by the US and the S?:)vi et Union to observe the terms of the SALT II treat endnnc Y p ,~ .rat f-ication, and (4) the coademnation of Israel and-South Africa--as obstacles to the' creation of nuclear- weapons-free zones in their regions.
