THE INTELLIGENCE COMMUNITY STAFF (ICS) ASSISTS THE DCI AND DDCI IN
FULFILLING THEIR RESPONSIBILITIES AS LEADERS OF THE INTELLIGENCE
COMMUNITY. I AM PLEASED TO REPORT THAT BOTH MR. CASEY AND ADMIRAL
INMANN HAVE EXPRESSED APPRECIATION TO THE STAFF FOR THE SUPPORT THEY

DURING THE PAST YEAR THE IC STAFF UNDERWENT A SUBSTANTIAL
REORGANIZATION DESIGNED TO ALLOW US TO SUPPORT THE DCI AND DDCI
EFFECTIVELY AND TO COORDINATE COMMUNITY ACTIVITIES. THE DISCUSSION
WHICH FOLLOWS REFLECTS THIS NEW STRUCTURE AND EXPLAINS OUR REQUEST FOR
FY 1983 FUNDS.
THE INTELLIGENCE COMMUNITY STAFF IS REQUESTING
FOR FISCAL YEAR 1983. THIS IS AN INCREMENT OF
OVER OUR FISCAL YEAR 1982 BUDGET.
NEW
POSITIONS ARE FOR ESTABLISHING A NEW ICS UNIT FOR PRODUCT EUALUATON, A
COMMUNITY FUNCTION WHICH THE DCI ASKED US TO ASSUME BACK IN JULY 1981.
THIS UNIT WILL PROVIDE THE DCI, DDCI AND D/ICS WITH ASSESSMENTS OF THE
VALUE, ADEQUACY AND QUALITY OF A FEW VERY IMPORTANT PRODUCTS OF THE
IN ADDITION TO THIS PERSONNEL INCREMENT, WE ARE ALSO REQUESTING
ADDITIONAL FUNDS FOR TWO VERY SIGNIFICANT ACTIVITIES:
INTELLIGENCE COMMUNITY.
TO ACQUIRE A COMMUNITY 25X1
COMPUTER SYSTEM WHICH IS REQUIRED FOR A BROAD RANGE OF INTELLIGENCE
COMMUNITY ACTIVITIES. WITH THIS COMPUTER SYSTEM WE CAN DEVELOP,
MAINTAIN, AND USE A VARIETY OF SUBSTANTIVE AND ADMINISTRATIVE
INFORMATION TO PERFORM A BROAD RANGE OF FUNCTIONS EFFECTIVELY AND MORE
EFFICIENTLY.

-- ORGANIZE COMMUNITY WIDE PLANNING ACTIVITIES, AND
-- SUPPORT THE DCI AS COMMUNITY LEADER THROUGH COORDINATION OF
THE ACTIVITIES OF THE NFIB/NFIC AND DCI COMMITTEES.
THE INITIAL APPLICATION OF THE SYSTEM WILL BE THE IMPLEMENTATION OF A
PROGRAMMING AND BUDGETING SYSTEM STRUCTURED SO THAT RESOURCE ALLOCATIONS
WITHIN THE COMMUNITY MAY BE INTERACTIVELY REVIEWED IN SUBSTANTIVE
TERMS. THE CPU WILL BE LOCATED AT NSA. WE ENVISION COMMUNITY-WIDE
ACCESS TO THE SYSTEM TO FACILITATE THE RAPID EXCHANGE OF DATA VIA
EXISTING SECURE COMMUNICATIONS.
THESE FUNDS ARE MAINLY DIRECTED TOWARD THE MANAGEMENT
AND TASKING OF NEW COLLECTION SYSTEMS (EXPLAINED MORE FULLY BELOW).

THE CENTRAL ADP SYSTEM DESCRIBED ABOVE WHICH WILL BE USED T0:

WILL CARRY THIS WORK INTO OUR MAJOR AREA OF CONCERN: HOW WELL THE U.S.
SIGINT SYSTEM RESPONDS TO REQUIREMENTS.
o A MAJOR NEW INITIATIVE OR MONITORING THE USE OF
OVERHEAD RESOURCES IN ORDER TO PROVIDE BETTER AND MORE TIMELY DCI
GUIDANCE ON COVERAGE AND PRIORITIZATION. IN THIS AREA, WE ARE FORTUNATE
TO BE ABLE TO RIDE ON THE COATTAILS OF SOME VERY COMPREHENSIVE STUDIES
UNDER WAY AT THE NRO AND NSA TO PROVIDE AUTOMATED COLLECTION MANAGEMENT
FOR THE NEW MORE CAPABLE OVERHEAD SYSTEMS COMING ON LINE IN THE MID-
1980'S. OUR FUNDING WOULD BE FOR A LOCAL TERMINAL AND FOR THE SOFTWARE
NEEDED TO ADAPT A PORTION OF THE NRO/NSA PROGRAM FOR OUR SPECIALIZED
TO CONTINUE INVESTIGATION INTO SIGINT
COLLECTION STRATEGY. THIS YEAR WE CONVENED A SYMPOSIUM OF THE NATION'S
LEADING EXPERTS ON MISSILE THRUST ANALYSIS IN ORDER TO DEVELOP A
CLARIFICATION BEFORE WE CAN SET THE FINAL DESIGN REQUIREMENTS FOR THE
SIMILARLY, WE NEED TO LOOK INTO

PROGRAM. IT MANAGES A SIMPLIFIED FOCUS REVIEW PROGRAM OF REPORTING FROM
SELECTED EMBASSIES ABROAD ON AN ALL-AGENCY BASIS.

DIRECTED TOWARD ACHIEVING MORE EFFECTIVE LINKAGE BETWEEN HUMAN SOURCE
INTELLIGENCE COLLECTION OBJECTIVES, MORE DETAILED AMPLIFYING
REQUIREMENTS WHERE NEEDED, AND HUMINT COLLECTION CAPABILITIES, BOTH
WITHIN AND OUTSIDE THE NFIP.
THE DIRECTOR OF 0/HC SERVES AS CHAIRMAN OF THE DCI HUMAN RESOURCES
COMMITTEE AND 0/HC PROVIDES THE SECRETARIAT AND OTHER SUPPORT TO THIS
COMMITTEE.
THE OFFICE OF PLANNING (0/P)
DEVELOPING, IN COOPERATION WITH COMMUNITY AGENCIES AND ENTITIES, A
PROCESS FOR PLANNING COMMUNITY ACTIVITIES FOR THE MEDIUM AND LONG RUN--
THREE YEARS AHEAD AND BEYOND. IT HAS ALREADY ASSISTED THE DCI IN THE
DEVELOPMENT OF A STATEMENT OF HIS GOALS AND OBJECTIVES FROM WHICH THE
BUDGET GUIDANCE FOR FY84-88 WAS DERIVED. IT IS ALSO ENGAGED IN
IDENTIFYING FUTURE INTELLIGENCE PROBLEMS OR OPPORTUNITIES AND, WITH
COMMUNITY PARTICIPATION, STIMULATING DEVELOPMENT OF APPROPRIATE

ITS DUTIES INCLUDE DEVELOPING PROGRAM GUIDANCE, COORDINATING THE PROGRAM
AND BUDGET REVIEW, AND PRODUCING THE NFIP BUDGET. THE OFFICE IS ALSO
RESPONSIBILE FOR REPROGRAMMINGS DURING BUDGET EXECUTION AND, WHEN
APPROPRIATE, PREPARATION OF BUDGET AMENDMENTS AND SUPPLEMENTALS. THIS
OFFICE IS LARGELY RESPONSIBLE FOR ENSURING THAT THE CAPABILITIES
BUDGETING PROCESS IS USED TO RELATE OUR PROPOSALS DIRECTLY TO DCI GOALS
AND SPECIFIC TARGETS. IN ORDER TO DO THIS EFFICIENTLY, WE ARE
DEVELOPING AN INFORMATION SYSTEM THAT KEEPS ACCOUNT OF BASE AND
INCREMENTAL CAPABILIITIES. INCLUDED IN THE RESOURCE LEVEL ARE FUNDS OF
THE COMPUTER SYSTEM, STUDY AND PROCUREMENT, DESCRIBED

SPECIAL STUDIES, OFTEN WITH COMMUNITY PARTICIPATION, THAT FOCUS ON
OUTPUT-ORIENTED MEASURES OF VALUE. SOME OF THE OFFICE'S EFFORT IS
DEVOTED TO EVALUATING FUTURE SYSTEMS. THIS OFFICE ALSO HAS A
SIGNIFICANT ROLE IN THE STUDY OF BROAD ISSUES, SUCH AS USE OF THE SPACE

SIGNAL TRENDS. ALL OF THESE STUDIES ADDRESS QUESTIONS CURRENTLY
RELEVANT TO NFIP COMMUNITY POLICY ISSUES. BECAUSE OF THE BREADTH OF
RESPONSIBILITIES IN OA&E, EXTERNAL EXPERTISE IS NEEDED IN A WIDE VARIETY
OF TECHNICAL AREAS SUCH AS FIS, IR, COMMUNICATIONS, RADARS, DIGITAL
IMAGERY COLLECTION AND PROCESSING, AND ADP.
THE OFFICE OF COMMUNITY COORDINATION (0/CC)
ROVIDES THE FOCAL POINT FOR THE DCI AND DDCI IN
DEALING WITH THE INTELLIGENCE COMMUNITY AND CONGRESS ON COMMUNITY
ISSUES. IT SUPPORTS THE ACTIVITIES OF COMMUNITY BOARDS, COUNCILS,
STAFFS, COMMITTEES, AND AD HOC GROUPS. FOR EXAMPLE, SECRETARIAT SUPPORT
FOR THE NATIONAL FOREIGN INTELLIGENCE BOARD, THE NATIONAL FOREIGN
INTELLIGENCE COUNCIL, AND THE INTELLIGENCE RESEARCH AND DEVELOPMENT
COUNCIL ARE ALL LOCATED IN THIS OFFICE. IN THE PAST YEAR THE DCI HAS
REACTIVATED THE NATIONAL FOREIGN INTELLIGENCE BOARD AND IS USING IT MORE
FREQUENTLY TO HELP HIM ADDRESS SUBSTANTIVE ISSUES. THE DIRECTOR OF THIS
OFFICE SERVES AS CHAIRMAN OF THE NEWLY OCI COMMITTEE ON FOREIGN
LANGUAGES. THE DEPUTY DIRECTOR CHAIRS THE DCI'S DCID 1/2 COMMITEE. OCC
ALSO CONTAINS SOME FUNCTIONS THAT WERE RETURNED TO THE INTELLIGENCE
COMMUNITY STAFF AFTER A HIATUS OF SEVERAL YEARS: NAMELY, STAFF SUPPORT
FOR THE DCI'S SECURITY COMMITTEE AND THE COMMUNITY COUNTERINTELLIGENCE
STAFF. THE OFFICE ALSO PROVIDES LEGISLATIVE LIAISON SERVICES WITH
RESPECT TO THE COMMUNITY BUDGET, HOUSES THE INFORMATION HANDLING
COMMITTEE STAFF AND SUPPORTS THE DCI'S SCIENCE AND TECHNOLOGY ADVISORY
PANEL. EXTERNAL ANALYSIS FUNDS
PRE REQUIRED TO SUPPORT THE
FUNCTIONS OF THIS OFFICE. THESE FUNDS ARE TO BE SPENT IN THE AREA OF

COMPUTER SECURITY AND COUNTERINTELLIGENCE. IN ADDITION, FUNDS CURRENTLY

SECURITY COMMITTEE OUGHT TO BE TRANSFERRED TO THE IC STAFF BUDGET AS
SOON AS IT CAN BE DEALT WITH ON A CLASSIFIED BASIS
THEI ADMINISTRATIVE STAFF (AS) PROVIDE SUPPORT TO
THE INTELLIGENCE COMMUNITY STAFF IN THE AREAS OF PERSONNEL, TRAINING,
BUDGET AND FINANCE, LOGISTICS, SECURITY, PUBLICATIONS EDITING, RECORDS
MANAGEMENT AND DOCUMENT CONTROL.
ADMINISTRATIVE STAFF SALARIES AS WELL AS THE TOTAL ADMINISTRATIVE COSTS
FOR THE IC STAFF WHICH INCLUDES SLUC, BUILDING MAINTENANCE, SECURITY
GUARDS, TELEPHONE, EQUIPMENT RENTAL, PROCUREMENT, AND EXTERNAL
TRAINING.
CLASSIFIED ACTIVITIES. THIS WOULD HELP US GUARD AGAINST THE DISCLOSURE
OF HIGHLY CLASSIFIED COLLECTION SUPPORT SYSTEMS SUCH AS CAMS II, WHICH
IS BEING DEVELOPED FOR JOINT TASKING OF TWO NEW AND FUNDAMENTALLY
DIFFERENT IMAGERY COLLECTORS, AND WOULD ALLOW US TO FUND DIRECTLY
CLASSIFIED PROGRAMS SPONSORED BY SUCH ELEMENTS AS THE SECURITY
COMMITTEE. THUS, THE LEVEL OF RESOURCES DEVOTED TO THE STAFF'S
INTELLIGENCE COMMUNITY COORDINATION ACTIVITIES WILL NO LONGER BE
