SUBJECT: Capabilities Programming and Budgeting (CPB) Manual
implementation.
The attached manual describes the new Capabilities Programming and
Budgeting (CPB) system which will be used by all component organizations
within the National Foreign Intelligence Program (NFIP) to prepare their
budget requests for FY 1984. The new system is designed to highlight
assessments of how well the Community is able to satisfy intelligence needs
on a geographic and topical basis and to encourage the development of resource
proposals that address projected shortfalls. This revised focus may initially
involve added effort, but we are convinced that it will result in better
decisionmaking and stronger substantive justification of the NFIP before the
President and the Congress. I appreciate the cooperation of all Program
Offices in helping us develop CPB, and I enlist your support in its
