Action Requested: That you sign the attached letter to Mr. Burden. 2. Background: In his 19 October letter (Attachment 1), Mr. Burden advised the DCI that Mr. Boris Antoniuk of the USSR Trade Council had approached Mr. Burden's U.S. representative concerning the SYSTRAN system for Russian-English machine translation. Mr. Burden, who notified his U.S. representative that he was not interested in doing business with the Soviets, informed the DCI for the record, that his company had never had possession of the SYSTRAN systems concerned with Russian or any copies of the Russian dictionaries used with those systems and had therefore not provided such materials to any persons or institutions. Since this is not the first correspondence received on this subject a brief account of the development of the SYSTRAN system and its proprietor's dealings with the United States Government is provided in Attachment 2 for your information. 3.
