Acting Under Secretary of Defense Washington, D.C. 20535 Sincerely, This is in response to your letter to FBI Assistant Director Charles Monroe, dated March 18, 1982, concerning Eugene R. Anderson and his efforts to sell a chemical reagent, Metal De- struction Technology (MDT), to the Department of Defense. You referred a copy of your letter to this Division. Reference also is made to the discussion of this matter. at meetings with you which were attended by attorneys from this Division and repre- sentatives of other interested departments and agencies. (S) We have requested the FBI to institute an inquiry into this matter,-which will include interviews of Eugene Anderson and his liaison, Douglas Metzler. The immediate focus of the inquiry will be to determine the nature and extent of any contacts Anderson may have had with foreign governments or groups concerning the possible sale of MDT. We understand that the Department of Defense will continue to be receptive to approaches from Anderson or his repre- sentative, so that he will not feel provoked into conducting negotiations with foreign governments or terrorists. (S) Upon our receipt and review of the FBI's report, we will de- termine the further action to be taken by this Department. We will appreciate your advising the Bureau of any further contacts by Anderson or Metzler with your Department. (S) FBI review completed D.
