C. 20505 MEMORANDUM FOR NATIONAL FOREIGN INTELLIGENCE BOARD SUBJECT: The Intelligence Producers Council 1. * Pursuant to the provisions of Section 102 of the National Security Act of 1947 and the provisions of Section 1.5 of Executive Order 12333, I hereby establish the Intelligence Producers Council (IPC). The mission and functions of the IPC are described below. The IPC will report to me and the Deputy Director of Central Intelligence (DDCI) through the Deputy Director for Intelligence (DDI) who will oversee the activities of the IPC and serve as the principal advocate for the Intelligence Community production elements. 2. Mission The IPC will assist and advise: the DCI in discharging those duties and functions which relate to. intelligence production; the DDI in his role as principal advocate for production elements in the Intelligence Community; Director, Intelligence Community Staff, on production-related matters; the production managers in improving the overall efficiency of the production process and the quality of the intelligence product by providing a consultative forum to address issues of interagency concern. 3. Functions a. Maintain the National Intelligence Topics (NITS) listing and monitor the Intelligence Community's responsiveness thereto. b. Identify means of improving intelligence production programs and recommend new initiatives. c. Monitor the intelligence producers' requirements for intelligence information, and provide advice on collection and processing systems to meet the current and longer range needs of the producers. d. Participate, as appropriate, in assessments and evaluations of proposed Intelligence Community collection systems and activities. e. Participate in the Intelligence. Community long-range planning process. f. Recommend policies and procedures on substantive intelligence exchanges with foreign governments. g. Provide producers' views on pertinent elements of the National Foreign Intelligence Program. Intelligence Community Responsibilities Upon request from the IPC Chairman, Intelligence Community elements shall, within established security safeguards, provide information pertinent to the Council's mission and functions. The IPC will provide support to and receive advice and recommendations for action from Intelligence Community entities, including committees, staffs and councils, as appropriate.. 5. *Composition and Organization The DDI will designate the Chairman of the IPC.. The members of the Council will be representatives designated by NFIB.principals with major responsibilities in intelligence production. Subcommittees and working groups will be established.as required. With the approval of the DCI, the Council Chairman may invite representatives of relevant US Government entities to participate as appropriate.
