1. We've been experiencing a bit of unease in OP in classifying some of
the memos we've been generating, particularly those dealing with our overall
planning process. We sense these documents should be classified, mainly at
the Confidential or Secret level, but have difficulty finding an appropriate
justification in the subject classification guide. Stated simply, we think
there should be an addition to the vide which might go something like the

memo to Director, Office of Information Services, CIA, requesting such changes
be made.
