1.1 is a retired senior official of the National
Security Agency. He retired from NSA in 1980, but has been retained by
them on a consultant basis that time. Through CIB, the IC Staff
has ascertained that maintains the following special access
approvals with NSA:

IC Staf as obtained permission from the Director of 25X1
the IC Staff to hirl _J as an in epen en con ractor. The memo 25X1
requesting approval, a copy of which is attached, has been sent to the
Office of Personnel for processing. It is understood that 25X1
will work for the IC Staff on a nonreimbursable basis and will visi e
Community Headquarters Building on an infrequent basis, probably no more
than once or twice each month.
3. It has been ascertained from your office thati was 25X1
the subject of a favorable investigation in 1982. It is requested that
you approvel for use as an independent contractor by the IC 25X1
Staff so that is services may be utilized as soon as possible.
Whatever expeditious handling you can render this request will be
greatly appreciated. Should you have an additional questions, please
