MEADE, MARYLAND 20755 30 April 1982 TCS 57375-82 MEMORANDUM FO E(JDIRECTOR, INTELLIGENCE COMMUNITY STAFF SUBJECT: TDY to Europe (U) 1. (U) Reference is made to your memorandum of 31 March 1982, subject as above. 2. (C) In accordance with your request, I have instructed my staff to provide appropriate assistance to your personnel in arranging their visits to Europe. My point of contact for this project is Mr. (301) 688-6627, or 3247s. 3. (S-TK) I would also like to state, candidly, that I am somewhat uneasy at what I perceive to be an increase in the number of requests for these visits in recent weeks. Considering recent White House de-emphasis on extensive travel and the unfortunate impact that has on my analysts' travel, I think we need to carefully examine the rationale for proposed overseas trips with the austerity of the times in mind. In this vein, I believe we should continue to look to TDY trips to the rather than overseas locations when a visit to a is considered imperative. But in general, although I strongly support the first-hand insight that comes from TDY visits, my feeling regrettably,is that there ought to be fewer, rather than more, of these visits. 4. (U) I hope these comments are useful to you. L NCOLN D.
