SUBJECT: NOIWON
P
1. Nearly a decade ago the first NOIWON--National Operations and
Intelligence Watch Officers Net--conference call was convened. Since then the
NOIWON has become a mainstay of Community alert centers, enabling them
collectively to review and exchange time-sensitive information. The value of
such exchange has been demonstrated repeatedly, so I am not surprised to note
that our alert center personnel have indicated their desire to upgrade the
NOIWON.
2. At the 23 and 24 November Washington area Operations Center
Conference hosted by the NIO for Warning, representatives of each of your
alert centers indicated that certain improvements would be valuable to the
NOIWON, such as the capability to incorporate graphics into the conference.
They also discussed the possibility of adding additional subscribers, for

3. Considering that the IC Staff coordinated the initial installation of
the NOIWON, I propose to host a working group, in coordination with the NIO/W,
to consider its upgrade. The group's objectives would be to determine current
and future requirements, examine technical solutions and propose costed
alternatives and report their findings for our consideration within 90 days.
