'I would appreciate your considering whether OTA is able to do the study as out- lined by Senator Laxalt and-under the conditions he set. If _ OTA can do the study, prepare.a proposal for consideration by the Technology Assessment Board. This subject is of great importance, so I request that .the assessment be given'high priority. Please report as soon as possible on the impact the study will have on OTA's budget and its ability to take on additional assessments in the coming fiscal year.
