Dear Bill:
We have learned that the Surveys and Investigations Staff of House
Appropriations Committee may be directed to conduct a study on the
relationship between the Intelligence Community and the Office of Management
and Budget. We have not yet received formal notification of such a study, but
an S&I team investigator, Chuck Hanes, is presently at CIA Headquarters
reviewing files which could be used as background.
I will leave it to the constitutional lawyers to address the propriety of
a Congressional Committee looking into the Executive Office of the President,
but I want you to know that our position will be that we will participate in
accordance with whatever terms of reference agrees to. As soon
as we have any more information, we will let you know. STAT
