FROM: Assistant to the NIO/SP
SUBJECT: Recommended Additional Topic for
November Briefing
of the President-Elect
Given that:
a. among the national security issues in the forefront of the
President-elect's concerns is nuclear proliferation;
b. you briefed Mr. Carter on this subject in fairly general
terms last August;
c. it might be prudent to at least be ready to demonstrate
continuing close concern about nuclear proliferation on the part of
intelligence; and
d. there is a proliferation story developing (with a potentially
salubrious ending) about which it would be useful and timely to inform
the President-elect;
I therefore recommend that we request Dr. Stevens to provide us with a
two-page, double-spaced, back-up briefing (NSC style, of course) on recent
nuclear developments in Pakistan paying particular attention to the apparent
weakening of the agreement by the FrenL'to provide the Pakistanis with a
nuclear fuel reprocessing plant. If Sayre sees merit in this r u est , h
