TITLE/SIGNIFICANCE:
Unidentified function of heavily-secured rail-to-road transfer points near
Smirnovskiy
COMMENT: Two unusually-configured and remote rail-to-road transfer points
(RTPs) are 3.8 nm northwest of Smirnovskiy in the Ural Military District.
Both RTPs are off a single rail spur of the Trans-Kazakhstan rail line and
appear to be associated with the Smirnovskiy Unidentified Construction
Activity Both RTPs are heavily-secured (board fences, wire
fences, intrusion sensors, and check points) and have lightning arresters
adjacent to the buildings within the secured area. The major buildings within
each RTP are rail-served and have a drive-thru portion where railcars are
apparently loaded/offloaded. Anyone with knowledge of similar RTPs, is aware
of the material handled here, or is aware of the function of these RTPs is
