1. SIGNIFICANCE: THIS EXPANSION SUGGESTS THAT THE KASP-B
WING-IN-GROUND EFFECT (WIG) VEHICLE MAY BE NEARING OPERATIONAL
CAPABILITY. (SWN)

2. REMARKS: A LARGE PARKING AREA NORTHEAST OF THE FACILITY HAS
BEEN GRADED/FILLED AND PREFORMED CONCRETE BLOCKS ARE BEING
LAID. IF THE PARKING AREA IS COMPLETED WITH BLOCKS, IT WILL BE
APPROXIMATELY 280 BY 215 METERS (60,200 SQUARE METERS).
GRADING OPERATIONS STARTED IN MAY 1982 AND THE PLACING OF
BLOCKS WAS FIRST SEEN IN MAY 1983. (SWN)
IF THE KASP-E GOES INTO SERIES PRODUCTION, A LARGER PARKING
AREA WILL BE NEEDED. THE PRESENT AREA AT THE FACILITY CAN ONLY
SUPPORT TWO TO THREE WIG VEHICLES. A TWO BAY MAINTENANCE/SHOP
BUILDING IS NEARING COMPLETION IN THE PRESENT SUPPORT AREA NEAR
THE WIG WORK APRON.
(FOUR-STORY WING IS ON THE SOUTH END OF
THE BUILDING. WHEN FINISHED, THIS BUILDING WILL ADD 2,395
SQUARE METERS OF SHOP AREA AND 3,945 SQUARE METERS OF PROBABLE
OFFICE SPACE TO THE FACILITY. PROBABLY IN SUPPORT OF THE
PROGRAM, A NEW POL STORAGE AREA HAS BEEN CONSTRUCTED NORTHEAST
OF THE SUPPORT AREA, WHICH WILL CONTAIN AT LEAST 12 HORIZONTAL
POL TANKS. FIVE HORIZONTAL TANKS WERE DELIVERED
(SWN)
IN POSSIBLY RELATED ACTIVITY, A LARGE HIGH-BAY CONSTRUCTION
HALL IS NEARING COMPLETION AT FECDOSIYA SHIPYARD YUZNAYA TOCHKA
ON THE BLACK SEA. THIS BUILDING MAY BE
COMPLETE BY THE END OF 1983. AIR-CUSHION VEHICLES AND
HYDROFOILS, WHICH HAVE BEEN ASSOCIATED WITH THE SAME DESIGN
BUREAU AS THE KASP-E PROGRAM, APE BUILT AT FEODOSIYA. (SWN)
