1. SIGNIFICANCE: EVIDENCE THAT THE CHINESE ARE PREPARING TO TRANSFER A
THIRD RONE -CLASS DIESEL ATTACK SUBMARINE (SS) TO EGYPT WAS OBSERVED
IN SHANGHAI (SWN)
2. REMARKS: SUBMARINE CONSTRUCTION JIGS THAT WILL SUPPORT A ROMEO SS
WHILEJN TRANSIT WERE BEING PLACED INSIDE THE CARGO DECK OF THE
SHAHEKOU, A CHINESE FLOAT-ON/FLOAT-OFF (FLO/FLO) MERCHANT SHIP THAT
WAS MOORED IN THE RIVER DOWNSTREAM OF SHANGHAI NAVAL BASE AND
SHIPYARD INTERNATIONAL. A FLOATING CRANE WAS ALONGSIDE THE SHAHEKOU
AND SEVEN JIGS HAD BEEN PLACED ON ITS CARGO DECK. THREE ADDITIONAL
JIGS WERE ON A BARGE NEXT TO THE CRANE. ALL OF THE JIGS WILL PROBABLY
BE ALIGNED ALONG THE CENTERLINE OF THE SHIP. (SWN)
THE SHAHEKOU ARRIVED IN SHANGHAI IN LATE JULY AND ACCORDING TO
COLLATERAL WILL CARRY ONE OF TWO ROMEO SS THAT ARE STILL ON ORDER BY
EGYPT. THE FIRST TWO ROMEO SS THAT WERE SOLD TO EGYPT IN EARLY 1982
WERE TOWED FROM CHINA TO ALEXANDRIA. THIS METHOD OF DELIVERY WAS
APPARENTLY NOT SATISFACTORY TO THE EGYPTIANS, AND THE LAST TWO
ROMEO WILL BE DELIVERED BY SHIP. (SWN)
