PUERTO CABEZAS PORT FACILITIES, NICARAGUA
1. SIGNIFICANCE: DEFENSIVE MEASURES ARE BEING UNDERTAKEN AT THE
PETROLEUM/OIL/LUBRICANTS (POL) FACILITY (NO BE) JUST NORTHWEST
OF PUERTO CABEZAS PORT FACILITY ON THE ATLANTIC COAST OF
NICARAGUA. (SWN)
2. REMARKS: AN EARTHEN WALL IS. UNDER CONSTRUCTION ALONG THE
SOUTHEAST (SEAWARD) EDGE OF THE POL FACILITY. THIS WALL
PROVIDES PASSIVE PROTECTION FROM ATTACK BY ARMED SMALL CRAFT
AND SUPPLEMENTS THE PERSONNEL TRENCHING ALONG THE COAST NORTH
AND SOUTH OF THE TOWN. PRELIMINARY GROUND SCARRING, WHICH WAS
DISCERNIBLE , WAS NOT PRESENT
THESE MEASURES COINCIDE WITH SIMILAR MEASURES FIRST OBSERVED ON
5 NOVEMBER AT PUERTO SANDINO PORT FACILITIES ON
THE PACIFIC COAST OF NICARAGUA. THE BUILDING OF DEFENSES FOP
THE POL STOCKS AT PUERTO CABEZAS AND PUERTO SANDINO IS PROBABLY
A REACTION TO THE 10 OCTOBER GUERRILLA ATTACK ON POL FACILITIES
AT CORINTO PORT FACILITIES ON THE PACIFIC
