The next meeting of the NFAC Space Advisory Council is at 8:30 AM on Wednesday, May 21st 1980 in Room 7E32 Headquarters. The agenda for the meeting is attached. 2. The primary purpose of this meeting is to review and approve the NFAC Long Range Expansion Plan which was postponed from the last meeting. This will be done following a brief review of decisions made at the 7 May 1980 meeting and a review of the tentative plans to relocate elements of OGCR into the Headquarters building. NFAC Lvng Range Space :Expansion RTan Approved For Release 2006112/16 :CIA-F~DP$4T00316R000100040009-5 20 May 1980 MEMORANDUM FOR: Chairman, NFAC Space Advisory Council SUBJECT NFAC Long Range Space Expansion Plan 1. Purpose: 'This memorandum sets forth NFAC's long range office space expansion plan based on the current allocation of space among NFAC components and proposed future growth when additional office space becomes available in Headquarters Building in 1982. This plan also serves as a guide for reallocating space among NFAC components as new requirements develop. 2. Directorate Goals: NFAC's long term office space goals are two fold: (l~to relieve overcrowd.i_ng of Chase NFAC components presently located in Headquarters by obtaining sufficient space to raise the overall average of each NFAC office to at least 115 sq. ft. per._._~~r n and (2) to consolidate all directorate components into Headquarters Building, With regard to the secand goal, the initial NFAC goal is to move the intelligence production elements of OGCR from Ames Building to Headquarters. NFAC is also interested in the Agency goal of installing Project SAFE in Headquarters Building and providing sufficient space to accommodate the .requirements of this program. 3. Directorate Space Requi.:rements: NFAC space requirements as of May 1980, inclu ing projecte requ~lrements for FY 1981 to meet the above directorate goals are as f'allows: a. Other Requirements: Project SAFE, Phase II 7,400 sq. ft. OGCR Relocation from Ames 15,000 sq. ft. s~~~t , 137,400 sq. ft. 4. NFAC Component Long Range Office Space Expansion Plans: Individual component long range expansion Z~lans are based on the current. primary locations of NFAC offices and the desire to consolidate functions in large corridor areas to maximize office space usage and to permit greater flexibility in making component internal reorganizations. The following plans are listed by proposed floor levels in the Headquarters BuildinD: a. Office of the Director, NFAC and National Intelligence Council: OD/NFAC ancT NI'C current y o copy o ice space on t e 7t -1oor, 6t 1?ar, 5th floor, 3rd floor and 2nd floor. In general it is proposed. that they gradually attempt to consolidate on the 7th floor and 2nd floor and relocate from those other areas as curcumstances permit to allow NFAC components to conso"lidate in the other floor areas. Some OD/NFAC staff functions such as CRES would be :logical :Functions that could be moved to space on the south side of thf~ building.. b. Office of Current Operations: OCO is currently located on the 7th, 6th anc~lst floors. In general, it is proposed that they continue to expand in these areas in view of the unique requirements they hdndle and the great expense that has gone into constructing some of their specialized centers (Ex: Task force Center, Television Center, and Operations Center). c. Office of Political Ana7.ysis: OPA is currently located on the 7th, 6th an 5t -hors. In general, it is proposed that they consolidate primarily on the 6th floor. OPA Africa Division is located in 6C corridor, and OPA would be a possible o:ff:ic:e to gain additional space on the south side of the Headquarters Building. The relocation of the OPA Front Office from its 6600 location to the former OSI Front Office 6F'20 would bring t}ze Director of OPA in closer proximity with elements on the south side of the building. Exchange of space with OSWR between the 5th and 6th floor should be pursued to consolidate both office on their respective floors. d. Office of Scientific and tiVeapons Research: OSWR currently ~~as space on tie 6t 5t 4t 3r 1st and Ground Floors. In general, it is proposed that OS4VR consolidate on the 5th and 1st floor. In the short run, efforts should be :made to consolidate OSWR divisions in contiguous areas on the lst, 4th, 5th, and 6th floor. In time it would be logical to exchange space with OPA between the 5th and 6th floors, and to relocate the OD/NFAC and NlC :Functions on the 5th floor to another area to permit OStiVR to fully expand on 5G corridor. Office of Economic Research: OER is currently located on the 4th and 3r-'tc l~ oars, an i~al should continue to eland in these areas. f. Office of Strategic Research: OSR is currently located on the 3rd and 2nd. doors. In general, i-'t sh.ould continue to expand in these areas, especially in the 3F and 2F corridors. g. Office of Geographic and Cartographic Research: OGCR is currently located on 't e roan anc~t~#'-~.oorsin Hea quarters and will be obtaining space an the lst, 2nd, 3rd, and 5th floors shortly. Over the long run, OGCR should attempt to consolidate in offices on the Ground, 1st and 2nd floors as space is made available. h.
