National Intelligence Officer for Special Studies Chief, Soviet itary RDT&E Project Team Office of the NIO for Special Studies SUBJECT : OIA Participation in Military RDT&E Project Team 1. The Soviet Military RDT&E Project Team has been operating for about two years. The Team :s an interdisciplinary group charged with finding alternative methods of measuring the resources devoted to military RDT&E. It is staffed by analysts from OSR, OER, OCR, OWI, and OIA. 2. The OIA analysts are the only team members that are not colocated. The work of the Project Team has required extensive PI services. OIA analysed some 70 Soviet RDT&E installations in support I I on defensive missile systems and have performed independent analysis on Soviet construction standards for R&D facilities. At present they are engaged in detailed analysis of about 10 Soviet naval design and development: facilities in support of another contract 3. The arrangement with OIA has worked smoothly. The analysts have been conscientious about maintaining continual contact with the Project Team. They are aware not only of the projects requiring their support, but have keep abreast of the entire program.
