SUBJECT: Support for Analysis Training
1. On 21 May, representatives of the Office of Imagery
Analysis (OIA) spent the entire day briefing the Intelligence
Systems (IS) Course on the nature and use of imagery collection
systems. A condensed version was subsequently given to the
Introduction to Analysis (IA) Course, which is presently in
session. The students from thse courses indicated that the
portion on Current Imagery Systems duplicated that given to
the Introduction to CIA and Introduction to NFAC courses. The
students recommend that in IS and IA we give a quick--perhaps
five-minute--review of the present systems and then spend
additional time on the limitations and special features of the
I am in complete agreement with this recommendation.
2. I would recommend restructuring the OIA presentation
to illustrate how imagery is acquired and what an analyst can
derive from imagery. To illustrate the mechanical process that
an analyst must follow to obtain coverage of a specific interest
area, there should be an explanation of the tasking mechanism
and the importance of developing a strong justification for the
tasking request. Also included in this explanation should be
the likelihood of having the request satisfied and an under-
standing of collection priorities and strategies. The analysts
should also be aware of the exploitation process and the
responsibilities and data bases of PEG, IEG, and OIA as far as
1st, 2nd, and 3rd phase exploitation is concerned. Since the
most-important use of photography is in its application to polit-
ical, economic, military, and current intelligence problems,
examples should be developed that explain how imagery was

analyzed and applied to particular intelligence problems. The
examples need not be long methodology studies.
3. The next running of the IS Course is not until
14 October 1980. In the meantime, however, I am in need of
assistance so as to make my IS presentation to the next running
of the IA Course around 14 July. My greatest need would be the
examples of the types of analysis noted above, with a briefing
note as to their significance. The remaining request is for

4. I am aware of the scope of this request. The material
which I use in July, however, can be incorporated into future
OIA presentations, if you desire. Secondly, all these aids will
be used in support of courses which are totally devoted to the
analytical training of NFAC analysts.
