SUBJECT: Minutes of the Energy Analysis Steering Panel
Meeting - 13 February 1980
1. The Energy Analysis Steering Panel met on 13
February 1980. The next meeting will be held on
27 February 1980, at 9::0-in the OER Conference Room,
(4F31) Hqs. The subject wil final review of a
draft energy theme package. 25X1
2. Discussion centered on creation of a single
energy theme package for the FY82 budget, as directed
by the D/NFAC. The package will draw together the
entire NFAC energy program and will include staffing
levels and external contract and other funds approved
by the D/NFAC on 12 February 1980. Action. 25X1
will prepare a draft of the theme package, for
distribution at the next panel meeting. 25X1
3. Discussion moved to consideration of appropriate
programs for external contract funding in the "DCI
sweepstakes" (Production Enhancement). The panel agreed
to submit a single program focused on energy demand.

4. Papers generated in OER and OGCR_touching on
other intelligence gaps were distributed, but discussed
only briefly. The chairman requested that OER's two
page outline of potential supply and demand programs be
fleshed out. Action. will undertake this
task, focusing each pat n is program with: a short
description of the problem, who is currently doing what
to analyze it, what more could be done, and who might
best do it. This paper will be distributed at the next
panel meetin
