The Office of Imagery Analysis recently completed a systematic review of its people in an effort to identify specific areas where they could provide you with photo interpreter support during the August- January period. As you know, in my memorandum to the DDCI regarding your request I recommended that some alternative solutions to your problem be explore before agreeing to shift people from one major organizational component. to another on a short-term basis. In my view such a shift would be,lused only as a last resort. Specifically, I asked about some possible reallocations of workload among NPIC resources and certain adjustments in COMIREX reporting requirements. In connection with the latter issue, I noted in the detailed requirements for the =positions you identified that about 30 percent of the time would be allocated to preparing basic 2 5X1 and periodic reports in response to the National Tasking Plan. Couldn't a large part, if not all of this work, be delayed until your present predicament is resolved? As I stated in my memorandum to the DDCI, there is no question that the Intelligence Directorate should commit resources if your proposal constitutes the most effective approach to meeting national intelligence requirements, and I stand ready to do so. Before I commit the DDI resources,,however, I would like to be assured that all other potential avenues of relief have been fully explored and exploited.
