AMENDMENT NO. 1774 Calendar No. 780
Purpose: To add a new section prohibiting employment of cer-
tain persons by an agency or department, and to prohibit a
Federal employee engaged in intelligence activities from
posing as a member of a United States religious, news
media, or academic organization.

To strengthen the system of congressional oversight of intelli-
gence activities of the United States, and for other pur-
poses.

AMENDMENT intended to be proposed by Mr. MOYNIHAN
Viz: At the end of the bill, add the following:
1 SEC. 4. The National Security Act of 1947 (50 U.S.C.
2 401 et seq.) is further amended by adding at the end thereof
3 the following:
4 "SEC. 502. (a) A department or agency of the United
5 States may not employ any member of the religious, news
6 media, or academic profession who is a citizen of the United
7 States or an alien admitted to the United States for perma-
8 nent residence, and may not employ any member of the news
9 media profession who is employed by a United States news
10 media organization, in any position which involves engaging

1 in intelligence activities and in which the relationship be-
2 tween such member and the department or agency employing
3 such member is to be concealed from the public.
4 "(b) An employee of any department or agency of the
5 United States who engages in intelligence activities for such
6 department or agency may not pose as a member of any real
7 or ostensible United States religious organization, United
8 States news media organization, or United States academic
9 organization, in order to conceal the relationship of the em-
10 ployee with that Department or agency.".
