1. This memorandum contains a request for your approval in
paragraph 4.
2. holds a Ph.D. in linguistics from Syacuse STAT
University, New York and both his M.A. and B.A. in literature are
from the University of Delhi, India. He is currently self-
employed in retail service but for the past 20 years has been
emnloved primarily as a university language instructor.
is fluent in Hindi, Urdu, Panjabi and Sanskrit. STAT
3. was born in Panjab, India in 1935, and came to STAT
the Unite States in 1966, becoming a naturalized U.S. citizen in
1975. He currently resides with his spouse and three children (all
U.S. citizens) in New York. He has one brother who resides in
India and holds citizenship of that country. has STAT
contact with his brother every other month.
4. s ability in four languages which FBIS
critically requires: Hindi, Urdu, Panjabi and Sanskrit. In
view of his rare linguistic ability and his numerous years as a
language instructor, FBIS requests an exception be granted to the
provisions of permitting FBIS to employ him as
a linguist in its Production Group.
