FBIS Analysis Report on~Issues Behind Postponement
of Vietnamese Party Congress

I commend FBIS on the excellent analysis report on Hanoi's
postponement of its Fifth Party Congress. Your report is an
example of media analysis at its very best. I was particularly
struck by the sharpness of the analyst's eye in catching the
withdrawal of an apparently sensitive editorial from the Septem-
ber issue of the party theoretical journal. This evidence of
serious disagreement within the Vietnamese Communist Party, par-
ticularly over the relationship with the Soviets, is obviously
of major interest to us.
Please extend my compliments-to all those who were involved in
preparation of this report. I look forward to reading future
reports on this subject as tie March VCP Congress approaches.
