SUBJECT: publication of Notice on Availability of Indexes
to FBIS Reports by Commercial Firms
1. NEWSBANK, Inc. has requested permission from FBIS to include a
flier in the FBIS Daily Reports which would inform consumers that indexes
to the Daily 'Reports are.available commercially from NEWSBANK.
2, The JPRS.reports published by FBIS currently contain a notice on
the inside of the front cover which states: "Indexes to this report (by
leyword, author, personal name, title and series) are available through
Bell & Howell, Old Mansfield Road, Wooster, Ohio, 44691." (See attached
example from a JPRS.:report.)
3. Rather than including a flier on NEWSBANK' indexes in the Daily
Report, FBIS would like to print a similar notice on the inside cover of
the Daily Reports, but we would first like to receive an OGC ruling on the
propriety.of the Bell F, Howell notice in the JPRS reports before extending
the same service to NEWSBANK.
4. It is worth pointing out that N'IIS, which sells FBIS publications
to the general public, has in the past-agreed to the inclusion of a notice
on the indexes and in fact has 'mentioned the availability of the NEWSBANK
indexes in its own circulars for the Daily Report.
