Thank you for forwarding thorough and conscientious 25X1
study of options for upgrading the VCVC. Jim obviously put a good deal
of thought and hard work into his paper, and his commitment to the bureau
and FBIS missions is appacrent.
Since Jim did not indicate in his equipment list the number of items
he had in mind we had a little difficulty trying to cost his proposal, but a
rough estimate indicates that the minimum figure for hardware alone could
run as high 0 Unhappily, since we already have come under severe budget 25X1
pressures in FY-1982, no funds are available for the kind of upgrading Jiro
has proposed.
We have stressed to BBC that installation of the second VCVC line must
not take place at the expense of additional manpower requirements at
Austrian Bureau. Apparently the final equipment configuration has not
been decided. So, I suggest you keep in close touch with London Bureau
so that you can contribute to the extent possible to BBC's decisions on
equipment and scheduling.
