As you know, a committee has been working on a programme for the modernisation and development of the Monitoring Service over the next five to ten years. We aim to submit a project plan, together with an order of cost, to the relevant ministries later this year. Some of the factors taken into account by the committee - e.g. the advent of satellite monitoring and computerisation - are common to the Monitoring Service and FBIS. On our side we have already reached the view that new tasks and technologies will require more accommodation and fresh amenities. It thus seems possible, even probable, that your own operations here will within five years pre- sent you with a need for more space and amenities. We feel that so far as possible we must identify such needs now. Our credibility with the government if we had later to add to an integrated plan, and with local planning authorities if we had to go back for further per- mits could otherwise be severely prejudiced. It would therefore be a great service to us if you could give us at least a guesstimate of your future amenity needs here at Caversham in, say, the next 5-8 years. The factors we have in mind are space for additional staff and equipment, electrical power, catering, air- conditioning, land-lines, even dish aerials.
