SUBJECT : Nicosia Bureau FY-85 Program Plan

The Nicosia Bureau Program Plan for FY-85 assumes no increase in
the T/O of positions, which is adequate for the
buff's current mission. However, if Headquarters decides to set up a
facility in Cyprus or if INTERNET were to be established, there
would be major expenditures not programmed in the FY-85 plan for an
increase in staffing and for construction and equipment costs. These
projects, of course, would also require that our present agreement with
the Cyprus Government be renegotiated.
We have used an exchange rate of $2.30 to 1 Cyprus pound, even
though the current rate is around $2.05. The rate tends to fluctuate
over-the long term, and the Embassy's economic officers believe $2.30
is a realistic estimate for FY-85.
Headquartersshould budget under the appropriate subobject class
the cost of a part-time American contract secretary.
