I believe the officer could help fill this gap and might
even be a one-person nucleus for a 0 Staff or Unit which
may be required as plans become a reality and Headquarters
has to oversee as many as five or six satellite monitoring STAT
terminals in the field.
My other suggestion, as you recall, relates to the communica-
tions problems alluded to above. Too often it seems the field has
not been kept up to date on activities and planning, even
that which directly affects the Bureaus such as new equipment, etc.
Therefore, to improve the communications and still not burden STAT
the individual components (though actually what we are talking
about should not be burdensome), I asked that you simply have the
portion of the OPS bi-weekly projects status sheet be copied and
sent out to the Bureaus. This would help considerably to put us
in the picture, although it would be no substitute for better
two-way communications between the field and the components on a
regular basis, particularly to provide clarification and follow-up
to tasking requests and queries.

Just wanted to repeat for the record my small suggestions
for the F ]program. First, I suggested that you consider STAT

As I noted to you and others, I was pleasantly surprised
at how well the RUC turned out, as I was not particularly
optimistic upon seeing the agenda and the cast of characters.
So I am happy to eat crow and admit that my concerns were
groundless. Most importf all the RUC provided a good forum for
some very positive and instructive exchanges (despite a couple
rather negative intrusions) among the Bureau, BBC, and Headquarters
participants. Several fuzzy areas were clarified and we got a
good handle on some plans for the near term, including second STAT
antennas and new equipment. Also thought it was a good idea to
have the BBC'ers, es eciall although I was STAT
disappointed that considering his experience,
did not contribute more. While 87.5 per cent of the GTE
briefing zoomed right over or through my head, if nothing else,
it did emphasize graphically the magnitude and scope of this
new area into which we are inexorably moving--a point, of course
that you made continually and correctly throughout the week.
