this morning talking to Oon Schoeb about FBI request 25X1
or ip oma is passports. Apparently the Embassy has been advised of Hq's
approach and Don is tasked with preparing a response for the Ambassador.
I reiterated the case made during the Ambassador's visit to the bureau. We
spent some time discussing the actual benefits for FBIS staffers in Panama.
Schoeb is not particularly negative about our acquiring dip passports but
does not feel we have a very strong case here. I asked what he thought the
Ambassador would recommend. He indicated the Ambassador has no strong feel-
ings either way and might just pass the decision back to the Department.
