SUBJECT: Purchase of Office Space - Swaziland
1. Paragraph five contains a recommendation for the approval of
the Director of Central Intelligence.
2. FBIS has completed all negotiations with the Department of
State and the Government of Swaziland leading to the establishment
of a new Bureau in Mbabane, Swaziland. The Bureau complement will
be'gency staff employees and =Foreign National employees.
3. 'Office space is not available from the U.S. Diplomatic
Mission nor is adequate office space available in Mbabane. FBIS
will therefore be required to establish its bureau in a private
dwelling as has been done in other locations. While residential
housing within the city is limited, an FBIS TDY officer has located
one potential house for sale that could accommodate the personnel
and equipment.
4. Purchase would be through the Office of Foreign Buildings,
Department of State,-who estimate the cost--at approximately $130,000.
Purchase action is subject to Congressional appropriation approval
for FY 1982 and this limitation also applies to the earlier approval
by the DCI for the purchase of=staff quarters.
5.. It is requested that the Director of Central Intelligence
authorize the purchase of 1 residential unit in Mbabane, Swaziland,
for the FBIS Bureau.
