The Position Management and Compensation Division (PMCD) has reviewed your request to establish new staff positions at the new Swaziland Bureau. We concur with your request to establish the Bureau Chief position as a temporary GS-15 and the Information Officer - Foreign Broadcast as a GS-12; however, we do not concur with the requested grades of the Deputy Chief position and the Electronic Engineer. I have briefly outlined the basis for our determinations below. 2. We will establish the Swaziland Bureau Chief position as a GS-15, temporary allocation, on the basis of the complexity of decisions, commitments and representational responsibilities of the new Bureau Chief. This temporary allocation will cover the first incumbent's tour of duty and at the completion of this tour, the position will revert to a GS-14 with a "pending grade review" suffix until such time as it can be audited. As we have done in the past, we will approve temporary allocation determinations for future new Bureau Chief positions on a case-by-case basis. 3. Based on the anticipated responsibilities, size,and the structure of the new Swaziland Bureau, and the fact that regional engineering support is available to the bureau, we have determined that the grades of the remaining bureau positions should be placed on the staffing complement as follows: New, Info Officer - Foreign Broadcast, GS-12 (F-2) New, Electronic Technician, GS-11 These positions will also be established with a "pending grade review" suffix suggesting a re-evaluation at a later date when the bureau becomes operational and the duties, functions, and responsibilities of these three positions can be evaluated.
