1. FBIS has reviewed its FY 1983 funding needs in light of the
constraints of a continuing resolution. With the two exceptions noted
below, this office should be able to execute its program effectively i-_
the first quarter while abiding by the one-twelfth guideline. F__1

conduct a definition implementation analysis for INTERNET. Initial
funding for the analysis0 came out of FY 1982 funds; the balance
of0 or some portion of that may need to be expended in the first
quarter of FY 1983 to sustain the effort. Expenditure of these funds
could have a significant impact on a budget governed by the one-twelfth
rule. A delay would result in a greater cost for the contract.
