SUBJECT: Details of INTERNET Contract

1. As you requested in our telephone conversation late last week,
I am forwarding to you the details of the INTERNET contract with
which may be useful in discussions with the Comptroller.
2. You had asked specifically the contract number and the. date of
the contract. The number is It was signed on a severable
basis on 7 September 1982 and is projected to run up to 9 months from
that date.
3. In sum, the contract is aimed at defining the scope and needs
of INTERNET. The first phase of the contract will ascertain the availa-
bility of transponder space, the technical and legal problems associated
with procuring that space, specific satellite availability, and the
procedures necessary for obtaining and maintaining a firm commitment for
the identified space segment. The next phase in the contract--and the
one which requires the additional funds which FBIS now wants to apply to
the contract--involves definition and design of the desired system, on-
site mea ents, engineering costs, scheduling, and procurement documen-
tation.
