SUBJECT: Contracting Team for FBIS
This memorandum recommends that the Director of Tn cs designate
a contracting team to be dedicated to FBIS projects. 25X1
1. FBIS has initiated a modernization program which will extend over
the next several years and will result in major technological improvements.
Programs already underway are the development of a new facsimile monitoring
system, the establishment of integrated earth terminals to monitor satellite
transmissions, and the development of a modern inf n transmission
system linking all FBIS bureaus and Headquarters. 25X1
2. The Office of Logistics has provided contracting support to FBIS
in the initial stages of the above projects. Heavy and consistent contract-
ing support will be required throughout the FBIS modernization program.
In the past 2 years, FBIS has had to deal with 9 different contracting
officers, 3 different branch chiefs, and 3 division chiefs. This constant
turnover of contracting personnel has meant there hasbeen virtually no
continuity and has created problems in contracting.
3. Recommendation: Because the modernization projects cited above
will involve multiyear funding and because of their complexity, I recom-
mend you consider establishing a contracting team dedicated to FBIS
projects. I understand a similar team has been established in residence
at ORD .for some years in order to perform a similar service. b
