SUBJECT: Annual Review of Sensitive Collection Operations
The annual National Security Planning Group review of Special
Activities is scheduled for mid-October. Therefore, we are requesting
DDS&T's submissions for this year's review by close of business
30 September 1982.
Attached is a copy of the approved criteria for selection of
sensitive operations for NSPG review. Once you have made your selection
of operations to be included, we would appreciate receiving a package
broken down as follows:
b. A list of ongoing operations which were included in the
1981 review and which in your judgment still meet the established criteria.
The list should be accompanied by updated profile sheets for each operation.
c. A list of operations which were included in the June 1981
review but are being dropped from this year's review, either because they
,were terminated or are no longer considered sensitive for purposes of this
review. Please indicate reasons for dropping.
d. A list of operations not included in the 1981 review but
judged to meet the criteria for inclusion in this year's annual review.
This list should include new operations undertaken since the last annual
review, as well as operations which did not meet the criteria for the
1981 review but due to heightened risk or increased political sensitivity
are now deemed to fall within the guidelines for sensitive operations.
Again, backup sheets for these operations should.-be included in your
